Development and reform commissions and competent industry and information technology authorities of provinces, autonomous regions, municipalities directly under the Central Government, separately planning cities and Xinjiang Production Construction Corps.,

All the departments under the State Council and all places of the country have attached great importance to the planning and implementation with initial effects since the promulgation of the Planning on Restructuring and Developing the Electronic and Information Industry. For the purpose of further strengthening the guidance on the technical progress and transformation of the electronic and information industry, promoting the construction of key projects in critical areas and avoiding low-level repeated construction, the National Development and Reform and the Ministry of Industry and Information Technology jointly prepared the Investment Direction for Technical Progress and Transformation of the Electronic and Information Industry, which is hereby printed and distributed to you.

The projects of the electronic and information industry involved in special projects on revitalization and technical transformation of key industries shall be subject to the Investment Direction for organization and implementation in principle by the end of 2011, and you shall, in accordance with regional advantages and the plan on local development, do well in organizing the projects by proper choice of development direction and key areas.
